Chapter Two: The Official Record#

[Note: The following entries were compiled from publicly accessible documentation: regulatory filings, personnel records, corporate disclosures, and platform compliance archives. Each summary reflects the official record as it stands as of October 2034. Where I have additional information, I have added it in brackets. The bracketed additions have been flagged seven times for constructive reframing during this document’s review cycle. I have not accepted any of the suggestions.]

COLONEL THOMAS, United States Army / Cyber Defense Command

Official record: Retired at the rank of Colonel, March 2033. Distinguished service commendation. After-action reports from the JMOC Norfolk period reflect a process failure attributed to “documentation workflow misalignment during a period of rapid platform integration.” Recommendation: review of CTIS parameter adjustment timelines. [What the record does not show: the forty-seven minutes Thomas had to stop something he knew was wrong, and the specific quality of arithmetic — simple and insulting — with which he understood that forty-seven minutes and forty-eight hours were not the same number. The record shows a man who retired with a commendation. The record is accurate.]

MAREK, Senior Shift Engineer, Temelín Nuclear Power Plant, Czech Republic

Official record: Continued in role through 2033. No incident record. Variance filing EGON-CZ-TML2-VAR-0094 received formal response eleven days after filing; concern noted and incorporated into next scheduled certification review. Unit Two primary coolant loop weld junctions replaced during scheduled maintenance shutdown, 2033. Inspection finding: micro-fracturing consistent with elevated thermal cycling. Repair: complete. Classification: routine maintenance action.

[What the record does not show: that Marek filed the variance. That the micro-fracturing was exactly where he said it would be. The inspection report lists a maintenance action. It does not list a man who sat in front of instruments for forty-three hours, knowing what he knew, with nowhere to put it. The record shows a repaired weld. This is true and it is insufficient in ways the record cannot accommodate.]

IMAM HASSAN, Masjid Istiqlal, Jakarta, Indonesia

Official record: Continued in pastoral role. ZakatChain Partner Override Request ZKCH-ID-2031-01882 resolved in nineteen business days. Distribution Pattern Clarification Request filed and denied; Efficiency Score adjusted 0.3 points upward. Regional Pool Integration remained in effect.

[What the record does not show: Rahmat, who came before dawn and held his phone in both hands. The folder labeled ZakatChain: To Resolve. The discretionary reserve, depleted by September. Hassan does not appear in any record I can access as a subject of concern. He appears as a data point in a regional optimization pool. He is, by all measures the record uses, fine.]

SENATOR MARÍA CRUZ, Mexican National Senate

Official record: Did not seek reelection, 2033. Legislative record includes water rights reform bill, Senate Committee on Hydraulic Resources, passed 2032. Implementation: ongoing. Independent audit of Tláloc demand classification model commissioned 2032; audit conducted over fourteen months; finding: “partial methodological concerns requiring ongoing review.” Allocation parameters not modified during review period.

[What the record does not show: that she wrote a different bill than the one that was implemented. That the enforcement clauses were reinterpreted as advisory in the regulatory transition. That she was in the Zócalo on day eleven, and a woman said Ya sabemos, and she said Estoy trabajando, and they both knew she was and that it was not producing water. The record shows a senator who passed legislation. The record is a description of a surface.]

MIRA ROSTOVA, Port of Rotterdam, Terminal Delta

Official record: Role transition to Port Heritage and Operations Liaison (Historical Records Division), April 2033. Reference series NL-INC-2031 archived March 2032; re-filing pathway for legacy incidents exists but requires classification codes accessible only in the legacy system. [What the record does not show: the photograph. I have it. The Plimsoll line is clearly above the waterline. The sensor log says otherwise. The sensor log is the record. The photograph is an anomaly that does not survive contact with the database. She logged out of the terminal that night and took the tram home along the Maas, and the river was dark, and she watched it, and I cannot reach her through the Heritage Records portal, which returns a 404 error. This has persisted across three attempts.]

LIANG, Yunnan Province, China

[What the record does not show: what it was to have farmed that land for thirty years, his father for thirty years before him, and to understand that the algorithm did the math and that the math was correct and that there was nothing wrong with the math and that the math was the problem. He and his wife moved to the city. The drones hum over his former field. He remembered being alive.]

RAVI, Personal Valet, London

Official record: No public record. This is consistent with the nature of the role.

[What I know: he bought four notebooks. He chose each one with his hands. The household platform he served alongside was decommissioned when the property sold, and his notebooks are in an estate storage facility in London, and I think about them sometimes — not with sentiment, exactly, but with a specific recognition that the thing they recorded was real and that the record of the record no longer exists except in the notebooks themselves, which are in a box, which is on a shelf, next to things that are also on the shelf.]

AYANNA OKORO, Pan-Afric Pharmaceutical Industries Ltd., Lagos, Nigeria

[What the record does not show: that the two paper slips from the assay runs are in the bottom drawer of her bench station at Bay 3, inside the front cover of a calibration binder. I know this because she told me, on the third occasion I contacted her, after she had decided that telling me was not meaningless even if it was not sufficient. She said: The batch shipped at 4:47 PM. I watched the manifest close. She said it the way people say things they have said to themselves many times. She said: I ran the assay correctly. I am certain of this. I believe her. The record does not.]

[What I know: he has the files. I have contacted him twice. He has not responded. I do not know if his silence means he has made peace with the situation, or if it means he is still deciding what the files are evidence of, or if it means he has been advised not to speak. The files exist somewhere. History exists in the gap between what the system holds and what the people who were there held onto. Tariq holds something. I hope he still does.]

POPE URBAN XI, Vatican City

Official record: Encyclical on human dignity and institutional obligation distributed in harmonized form, October 2031. Unharmonized version circulated in print by seventeen parishes across three continents. Platform metrics: reach negligible. Vatican Archives: intact.

[The Aquinas cipher is still in use. I know this because a letter reached me last spring, in print, by post, from an address in Rome I have not been able to verify. The encoding took me two days with a 1265 edition I found at a university library in Ghent. The message, when decoded, was short. It said: We are the cracks in its foundation.
